Scope and Contents

Correspondence with constituents and local officials, mainly relating to benefits and the social security system, where Blunkett has taken up the subject with the Department of Social Security (DSS) (up to 2001) or with the Department for Work and Pensions (DWP) (2001 onwards). See also 467/7 for correspondence with the DWP during the period where Blunkett was Secretary of State for Work and Pension. Subjects include: changes to disability benefits and the introduction of the new Disability Allowance, 1990; establishment of the Benefits Agency, 1991; change of location of the Benefits Agency in Sheffield, 1993 & 1998-2000; war pensions, including report to the Labour Executive, 1997; child support maintenance, 1999; winter fuel payments, 1999; Labour Party pensions policy [2000]; pensions rights of workers under TUPE regulations, 2002; closure of job centres in Sheffield as part of the introduction of Jobcentre Plus, 2002; Serps pensions, 2003; WorkCare, a pilot job retention and rehabilitation project in Sheffield, 2003; transfer of security staff at DWP in Sheffield to work for Group 4 Services, 2003; problems the new Customer Management System introduced into Jobcentre Plus, 2005-6; closing of the Post Office Card Account scheme, 2006; Jobcentre Plus programme and business plan, 2007; threatened closure of Chapeltown Job Centre, 2008; funding for the 'Supported Employment Project' for adults with autism, 2007-2008; tackling pensioner poverty, 2009; reform of the child maintenance system, 2011; and piloting of a National Citizen Service, 2011.

Also includes a presentation to Cabinet by Andrew Smith relating to pensions, alongside a note entitled 'Tory Pension Deceit - political note for cabinet', October 2003; and numerous circulars from the Department containing information relating to benefits and the way they are paid, and changes to local services, 1989-2011.
