He was appointed to the role of Shadow Secretary of State for Education in October 1994, and took on the additional brief of employment from July 1995 with the merger of the Department of Education and the Department of Employment. He became Secretary of State for Education and Employment when Labour were elected to government in May 1997 (see 467/5).
