Barrow had been Secretary of the Secondary School Examinations Council Committee, of which Norwood was Chairman, which produced the report "Curriculum and Examinations in Secondary Schools" ("the Norwood Report") in 1943. At that time he was H.M. Staff Inspector of Classics at the Board of Education. In September 1947 the Ministry of Education issued ‘Examinations in Secondary Schools. Report of the Secondary Schools Examination Council 1947’, which led in 1951 to the introduction of the GCE system of school leaving examinations.
